Extract connection string building into PostgresConnectionStringPolicy so all
services use consistent pooling, application_name, and timeout settings.
Adopt the new policy in 20+ module DataSource/ServiceCollectionExtensions classes.

Backend (Scanner .NET):
- New ScanPolicyEndpoints.cs with GET/POST/PUT/DELETE /api/v1/scan-policies
- In-memory ConcurrentDictionary storage (no migration needed)
- Auth: scanner:read for list, orch:operate for mutations
- Registered in Scanner Program.cs
Frontend (Angular):
- New scan-policy.component.ts with table view, inline create/edit form,
enable/disable toggle, dynamic rules (type/severity/action)
- Route added at /security/scan-policies in security-risk.routes.ts
Gateway route already exists in router-gateway-local.json.
Sprint 002: all 7 tasks now DONE.

Plugin assemblies loaded via PluginHost into isolated AssemblyLoadContexts
produce distinct types even from the same DLL. When AppDomain.GetAssemblies()
returns both Default and plugin-ALC copies, DI registration and IOptions<T>
resolution silently fail (e.g. ValkeyTransportOptions defaulting to localhost).
Applied AssemblyLoadContext.Default filter to all 7 assembly discovery sites:
- MessagingServiceCollectionExtensions (transport plugin scan)
- StellaRouterIntegrationHelper (transport plugin loader)
- Gateway.WebService Program.cs (startup transport scan)
- GeneratedEndpointDiscoveryProvider (endpoint provider scan)
- ReflectionEndpointDiscoveryProvider (endpoint attribute scan)
- ServiceCollectionExtensions (schema provider scan)
- MigrationModulePluginDiscovery (migration plugin scan)
