- AdvisoryAI: DummyLlmProvider for offline/testing scenarios,
  wire in LlmProviderFactory
- Concelier: source definitions, registry, and management endpoint updates
- JobEngine: approval and release endpoint updates
- etc/llm-providers/dummy.yaml config
