Changes:
- Set TreatWarningsAsErrors=true for all production .NET projects
- Fixed nullable warnings in Scanner.EntryTrace, Scanner.Evidence,
Scheduler.Worker, Concelier connectors, and other modules
- Injected TimeProvider/IGuidProvider for deterministic time/ID generation
- Added path traversal validation in AirGap.Bundle
- Fixed NULL handling in various cursor classes
- Third-party GostCryptography retains TreatWarningsAsErrors=false (preserves original)
- Test projects excluded per user decision (rejected decision 10)
Note: All 17 ACSC connector tests pass after snapshot fixture sync
- Introduced `NativeTestBase` class for ELF, PE, and Mach-O binary parsing helpers and assertions.
- Created `TestCryptoFactory` for SM2 cryptographic provider setup and key generation.
- Implemented `Sm2SigningTests` to validate signing functionality with environment gate checks.
- Developed console export service and store with comprehensive unit tests for export status management.
- Added DefaultCryptoHmac class implementing ICryptoHmac interface.
- Introduced purpose-based HMAC computation methods.
- Implemented verification methods for HMACs with constant-time comparison.
- Created HmacAlgorithms and HmacPurpose classes for well-known identifiers.
- Added compliance profile support for HMAC algorithms.
- Included asynchronous methods for HMAC computation from streams.
- Created StellaOps.Notify.Storage.Mongo project with initial configuration.
- Added expected output files for acceptance tests (at1.txt to at10.txt).

- Added DevPortalOfflineJob to coordinate bundle construction, manifest signing, and artifact persistence.

- Enhanced the Worker class to utilize DevPortalOfflineJob and handle execution based on configuration.
- Implemented HmacDevPortalOfflineManifestSigner for signing manifests with HMAC SHA256.
- Created FileSystemDevPortalOfflineObjectStore for storing artifacts in the file system.
- Updated appsettings.json to include configuration options for the DevPortal offline export.
- Added unit tests for DevPortalOfflineJob and HmacDevPortalOfflineManifestSigner to ensure functionality.
- Refactored existing tests to accommodate changes in method signatures and new dependencies.
