fcb5ffe25d feat(scanner): Complete PoE implementation with Windows compatibility fix
- Fix namespace conflicts (Subgraph → PoESubgraph)
- Add hash sanitization for Windows filesystem (colon → underscore)
- Update all test mocks to use It.IsAny<>()
