### Runtime state ownership
Controller seal state and time-anchor state converge on the same durable PostgreSQL record in `airgap.state`.
`StellaOps.AirGap.Time` and `StellaOps.AirGap.Controller` are not allowed to own authoritative in-memory runtime state outside `Testing`; live runtime now requires the same PostgreSQL-backed state path for both hosts.
