## Mission
Run background processing for pack registry tasks.
## Required Reading
- docs/modules/platform/architecture-overview.md
## Working Agreement
- Update sprint status in docs/implplan/SPRINT_*.md and local TASKS.md.
- Keep behavior deterministic (stable ordering, timestamps, hashes).
- Add or update worker loop tests and deterministic timing controls.
